The Pope, like the other modern Popes, refused to be crowned with the Tiara but that does not mean he does not actualise authority in a way that seems consistent with the concept of Anarcho-Tyranny.
Look at the definition of Anarcho-Tyranny by Sam Francis and then think about the modern One Holy Roman Catholic and Apostolic Church and how authority appears to be used in service of Anarcho-Tyranny.
